As every year the European Union establishes the Black List of Tax Heaven! In February 2020, as usual, Europe submitted a new list of states that do not communicate enough.

For this year 2020 here are the 12 states that have been registered on this blacklist of “non-cooperative tax jurisdictions”  :

  • Fiji (Oceania)
  • Guam (Oceania, territory of the United States)
  • Cayman Islands (Caribbean, UK territory)
  • U.S. Virgin Islands (Caribbean, United States Territory)
  • Oman (Arabian Peninsula)
  • Palau (Oceania)
  • Panama (Central America)
  • Samoa (Oceania)
  • American Samoa (Oceania, territory of the United States)
  • Seychelles (Indian Ocean)
  • Trinidad and Tobago (Caribbean)
  • Vanuatu (Oceania)

The blacklist is now accompanied by sanctions from the European Union: credits from certain European financial instruments (European Fund for Sustainable Development, European Fund for Strategic Investments and external loan mandate) cannot transit through entities established in the territories registered on the blacklist.

The European Commission has proposed to link this list to other measures (for example, more stringent reporting obligations for multinationals operating in listed jurisdictions).
